Control Point Associates, Inc. specializes in providing underground utility engineering services throughout the Northeast. With offices in New Jersey, New York, Pennsylvania, and Massachusetts, we offer a full range of utility engineering services including private utility locating, ground penetrating radar, concrete scanning, and vacuum excavation. Our subsurface utility engineering team provides accurate locating, identifying, and mapping of existing underground utilities.
Being able to know the exact location and depth of existing utilities helps project managers manage risk and eliminate surprise encounters that bring construction projects to a halt. Relying on utility company records can result in delays and inaccuracies. Lack of proper information leads to over 300,000 utility service interruptions each year. The only way to keep your project safe from time-consuming delays and safety concerns is to utilize the subsurface utility engineering services provided by Control Point Associates, Inc.
Obtaining underground utility information during the design and construction phases of any project can result in:
- Increased Project Safety
- Avoidance of Project Delays and Construction Change Orders
- Reduced Risk of Utility Damage
- Reduced Cost of Plan Revisions
- Scheduling Utility Relocation Before Beginning Construction
Identifying and locating existing underground utilities is a critical element to any project. Control Point’s underground utility locating technicians are trained extensively with all of our advanced technology, providing the best service possible. Our mission is to provide high-quality, cost-effective services while delivering exceptional customer service to our clients. Read on below to learn more about the different services we offer.

For immediate assistance
We can locate:
- Electric power lines, cables, conduit, and lighting
- Gas, oil, steam, petroleum or gaseous materials
- Potable water
- Communication, alarm or signal lines, cables, and conduit
- Sewers and drain lines
- Reclaimed water, irrigation, and slurry lines
Concrete Scanning
Concrete scanning offers surveyors a closer look at the contents of a site and equips the team with the knowledge necessary to safely move forward with a project. For this kind of service, Control Point Associates, Inc. uses state-of-the-art Ground Penetrating Radar (GPR), a non-invasive, non-destructive way to produce a cross-sectional view of objects embedded within concrete, while also detecting voids and measuring slab thickness. Our technicians scan concrete structures in real-time, which allows them to provide immediate results right in the field. Unlike traditional x-ray methods, the GPR signal is harmless and requires no special permits or exclusion zones.
Using GPR technology, the Control Point team can locate hidden rebar, electrical conduits, post-tension cables, and other obstructive structural elements that accompany concrete cutting and coring. The identification and location of these elements help Control Point prevent associated costly damages, schedule complications, and safety threats.
Our GPR technology allows us to:
- Locate rebar, pre-tension, and post-tension cables
- Identify utility cables and conduits
- Measure concrete slab thickness
- Detect voids within or hidden below surfaces
- Locate safe areas to core drill
- Locate safe areas to sawcut slab or wall openings
- Preserve the structural integrity of the concrete
Vacuum Excavation
Vacuum excavation services provide actual exposure of necessary underground utilities so our team can efficiently collect data on size, location, material type, and existing conditions for complex projects. By leveraging our innovative solutions and experience in markets such as transportation, facilities, energy, and construction, Control Point Associates, Inc. has the ability to provide the foundation for successful projects to our diverse clientele through the use of Subsurface Utility Engineering.
Benefits of Vacuum Excavation:
- Verifies condition and depth of buried utilities
- Eliminates the need for hand digging
- Saves time and labor
- Does not damage utilities or road bases
Quality Levels
Control Point Associates, Inc. offers all levels of Subsurface Utility Engineering (SUE): D, C, B, and A.
Quality Level D: Record Research/Data Collection
At Level D, the Control Point team derives data from records research and oral history. The work performed at this level offers insight into the overall congestion of utilities but has less of a focus on comprehensiveness and accuracy.
Quality Level C: Visible Surface Feature Utility Survey
At this level, the team obtains utility surface feature data from surveying and plotting above ground utility features. Level C data supplements Level D data.
Quality Level B: Utility Designation
Here, the team uses appropriate geophysical sensing technology to collect data. Located utilities are marked, field-tied to project monumentation, and mapped onto plan documents.
Quality Level A: Underground Utility Location (Test Hole)
Level A requires that precise horizontal and vertical locations of utilities be obtained using non-destructive vacuum equipment. This equipment safely exposes, measures, and maps utilities. Level A also includes all other quality level tasks, such as conflict resolution.
